Presentation Ceremony of the Civil Service Outstanding Service Award Scheme 2007 was held today (13 September 2007) at the Hong Kong Convention and Exhibition Centre. This award scheme acknowledged Civil Service Departments and Teams for their sharp sensitivity, diligence and courage to break through their traditional mind. During the opening ceremony, The Hon Donald Tsang GBM, Chief Executive of The Hong Kong Special Administrative Region, recognized the winners for not only achieved excellent results in the community services, but also set an exceptional role model for uplifting the public service standard of civil servants in Hong Kong.

The Prize Presentation Ceremony, which attracted over 600 civil servants and guest, was co-organized by the Hong Kong Management Association. Mr Tsang mentioned at the opening remarks, "I am very proud of the excellent performance of the winning departments, they are all having transparent and open-minded attitudes, enthusiasm in collecting the public opinion, attentive listening and fully understanding of the needs of the public. In addition, their professionalism and responsibility when delivering services, as well as their continuous strive for better service to the public are commendable."

At the ceremony, Secretary for the Civil Service, Miss Denise Yue also paid tribute to all the civil servants who have been providing excellent services to the public day in and day out. She was also grateful to the hard work of the co-organizer, the Hong Kong Management Association and the sponsorship of the Chinese General Chamber of Hong Kong.

The Civil Service Outstanding Service Award Scheme has been organized by the Civil Service Bureau since 1999. The aim is to promote a customer-oriented culture, to recognize the efforts and achievements of departments in the pursuit of service excellence; and to motivate departments and their staff to pursue continuous improvement in the delivery of public service.

There are two categories in the Award Scheme, namely Departmental Awards and Team Awards. This year, the Award Scheme has attracted around 130 entries, in which many of them are first time participation. After two stages of professional and meticulous adjudication, a total of 55 Awards have been presented to 41 departments.

The Board of Examiners and the Panel of Judges comprised of experts from different industries and all of them highly commended the entrants this year. The Hon Li Fung Ying, Legislative Council Member and one of the judges of the Award Scheme, complimented the civil servants dedication and it is the pride of Hong Kong people having a team with high level of cohesion in serving the public.

Another judge, Mr Buston Chu, Vice President of the Hong Kong Association for Customer Service Excellence, praised the spirit of civil servants in pursuing excellence. He added the civil servants demonstrated their meticulous and hard work in design, execution and evaluation, and their scrupulousness is comparable with the commercial industry.

Television Broadcasts Limited has interviewed the winning departments and teams and produced two 30-minute special programmes "Brand New Day by Civil Servant Elites", which will be broadcast on 23 September and 30 September on TVB Jade. The general public can view the outstanding performance of the winning teams this year and understand the service offered by the government. Apart from the programme, there will be more than twenty 2-minute mini programmes on the winning campaigns to be shown on the Newsline Express at KCRC.
